Indian Railways Ends Provision for Waiting Lists in Group C Recruitment

In a move towards reforming recruitment process, the Indian Railways has officially ceased the provision of maintaining waiting lists for Group C staff under Level 2 and above of the 7th Central Pay Commission (CPC) Pay Matrix. This decision, communicated through a circular issued by the Southern Railway’s Principal Chief Personnel Officer on June 17, 2025, marks a pivotal shift in how appointments will be handled moving forward.

What This Change Entails

Indian Railways, like many other large government organizations, maintained waiting lists—also referred to as “standby panels”—for eligible candidates who could be appointed if selected candidates declined the offer or were found unfit. These standby candidates served as a reserve pool to fill vacancies swiftly without initiating a new recruitment process.

However, with the latest instructions from the Railway Board, the process of maintaining and utilizing these waiting lists—especially from recruitment notifications CEN 01/2018 (Technicians), CEN 03/2018 (JE/DMS/CMA), and CEN 02/2019 (Para-Medical)—is undergoing a comprehensive overhaul.

Key Points from the New Policy

According to the Railway Board’s directive dated June 13, 2024, Zonal Railways and Production Units (PUs) are now allowed to fill vacancies using standby candidates from non-catering Railway Recruitment Boards (RRBs), subject to stringent conditions:

  1. No Local Standby Candidates: This can only be done if no candidates are available in the original (catering) RRB for the specific category and community.
  2. Candidate Consent Mandatory: Consent must be obtained from the standby candidate before the transfer.
  3. No Fresh Verification: Only already available standby candidates can be used—no new document verification rounds are permitted.
  4. Medical Test Requirement: Candidates must undergo a fresh medical examination. If found unfit, their appointment will be canceled.
  5. Geographical Proximity Considered: Wherever possible, appointments should maintain regional proximity to ease transitions and deployment.

The Railway Board has also emphasized that this facility is limited to vacancies arising up to June 30, 2025, with all such panels being valid only until December 31, 2025.

लवे बोर्ड ने अब ग्रुप-C (Level-2 और उससे ऊपर) की भर्तियों में Waiting List/Replacement Panel की प्रक्रिया बंद कर दी है।

अब यदि किसी RRB (Railway Recruitment Board) के पास उम्मीदवार नहीं हैं, तो अन्य RRB की वेटिंग लिस्ट से योग्य उम्मीदवारों की नियुक्ति की जा सकेगी।

नए नियमों के प्रमुख बिंदु:
उम्मीदवार की सहमति अनिवार्य होगी।
नई मेडिकल जांच करवाई जाएगी – अयोग्य पाए जाने पर चयन रद्द।

ज़्यादा से ज़्यादा भौगोलिक समीपता (नज़दीकी ज़ोन) को प्राथमिकता दी जाएगी।

यह सुविधा सिर्फ 30 जून 2025 तक की रिक्तियों पर ही लागू होगी।
पैनल की वैधता: 31 दिसंबर 2025 तक बढ़ाई गई है।

यह कदम रेलवे भर्ती प्रक्रिया को अधिक पारदर्शी और समयबद्ध बनाने के लिए उठाया गया है।

जब Main Panel में शामिल कोई उम्मीदवार नियुक्ति स्वीकार नहीं करता या अयोग्य पाया जाता है, तो खाली पदों को भरने के लिए तैयार की गई वैकल्पिक सूची को Replacement Panel कहा जाता है।
